Promoting Transparent Governance
Digitalization of Birth Registry at Patikul Municipal Civil Registrar

This study explored the digitalization of the birth registry system in Patikul Municipality, Sulu, as a strategic approach to enhance transparency, efficiency, and accessibility in local governance. Employing a mixed-methods design, data were collected through semi-structured interviews with local government officials and key stakeholders, surveys of residents and local business owners, and a review of relevant government reports and policies. Findings revealed that the existing manual birth registration system is hindered by challenges such as data inaccuracy, slow processing, and limited accessibility, particularly for residents in remote areas. Despite these limitations, respondents recognized the potential benefits of a digital system, including improved service delivery, greater accountability, and faster access to civil registry records. The study proposed a Digital Birth Registry Framework composed of four key phases: assessment, planning, implementation, and continuous improvement. This framework serves as a guide for local governments seeking to transition from manual to digital systems. Ultimately, the research underscores that successful digitalization requires not only technological infrastructure but also capacity building, policy support, and community engagement to achieve sustainable and inclusive public service delivery.
